    You can phone or e-mail the hotel you want to stay, and explain the situation. Some might be willing to make a booking, with the credit card as back-up, but not charge you anything if you cancel well in advance when your visa is not going through.

    You can select any hotel from one of the booking sites and than contact them directly by googling on their name and address.
    Or you can just search for hotels in the town you are going to, and contact any of those.
    If you explain why and confirm a latest cancellation date many hotel owners are willing to help you out. But they have to be sure you are coming to stay with them if you do get your visa. So do not use them unless you are willing to go there.
    By the way, many of the hostels will also be willing to help.

    You can avoid the cancellation fees if you make the reservation with a hotel chain that caters to American tourists, who are not accustomed to cancellation fees. If you do need to cancel, you must, however, follow the rules to avoid the fees - i.e. (that is) cancel at least 24 hours, or often 72 hours, in advance of when your reservation was to begin.
